The resident council's rules and bylaws may include a provision on removing officers from the resident council. Bramlet says that this is more of a legal question than a HUD program rules question, so start at the building level. Keep in mind, though, that some state laws apply to resident organizations and give them rights that may not be specifically addressed in your council's written rules, so you should consult a knowledgeable attorney before taking any action.
